On April 1, Russia's Defence Ministry announced that its forces have taken full control of the Luhansk region, claiming to have secured a small area that remained contested since the 2022 invasion. The Ministry stated, "Units of the ‘West’ military grouping have completed the liberation of the Luhansk People’s Republic," referring to the region with a name favored by Moscow. However, these claims remain unverified as Ukrainian military representatives assert that no changes have occurred in the area in six months, with reports indicating over 99% of Luhansk has been under Russian control since the region's annexation in 2022, which Kyiv and Western nations categorize as illegal, according to Reuters and Al Jazeera.

While Russia asserts its advances in Luhansk, Ukrainian President Volodymyr Zelensky is preparing for discussions with U.S. envoys to address ongoing conflicts. The Kyiv military spokesperson Viktor Trehubov refuted Russian claims, stating, "Unfortunately, we only hold small patches there... those positions have been held by the 3rd brigade for a long time," emphasizing that high levels of combat persist. This assertion raises doubts about Moscow's reports of military progress, which have previously been shown to be inconsistent, according to Los Angeles Times and South China Morning Post.

The Kremlin continues to press for Ukraine's withdrawal from parts of Donetsk, arguing that such a move could facilitate peace talks. Kremlin foreign policy aide Yuri Ushakov stated that if Ukrainian forces were withdrawn from the Donbas, it would create "prospects for resolving many issues." This demand has been rebuffed by Kyiv, which claims it will only agree to ceasefire talks based on current front lines, highlighting significant diplomatic deadlock exacerbated by the conflict's prolonged nature, according to Reuters and Los Angeles Times.

In addition to territorial claims, the conflict has led to renewed violence with drone attacks resulting in civilian casualties across Ukraine. Two women were killed in an attack on a civilian vehicle in the Kherson region, while other drone strikes impacted various locations including an industrial facility in Lutsk. President Zelensky publicly condemned the escalation, lamenting, "We proposed a ceasefire for Easter. In response, we’re getting Shaheds," in reference to the Iranian-designed drones used by Russia. This highlights the ongoing humanitarian toll of the conflict amidst military escalations, as articulated by Al Jazeera and South China Morning Post.
