According to reports from the CNN and The Daily Beast, Jabbar visited the city twice in the months building up to the attack. He recorded videos of Bourbon Street while bicycling through the iconic location, collecting footage that he intended to use for his horrific plan.

Officials from the FBI revealed that Jabbar, a 42-year-old Army veteran who pledged allegiance to ISIS, was staying at a rental home from October 30 for several days. He utilized the glasses during his outings but chose not to activate them on the day of the attack. In the early hours of New Year’s Day, Jabbar drove his pickup truck into a crowd of revelers, subsequently opening fire before being killed in a shootout with police.
