The UK government's long-term funding proposals for adult social care are not expected until 2028, according to Health Secretary Wes Streeting.
An independent commission led by Baroness Louise Casey is set to begin work in April to outline reforms.
Current social care challenges include under-funding, staff shortages, and a growing need for immediate action.
The government plans to allocate an additional £86 million in funding to support elderly and disabled individuals' home care.
Baroness Casey's commission aims to involve users of care services and recommend essential changes within two phases, with the first report due by mid-2026.
