The chief federal judge in Minnesota has mandated Todd Lyons, the acting director of Immigration and Customs Enforcement (ICE), to appear in court to explain why he should not be held in contempt for failing to hold bond hearings for detained immigrants. Chief Judge Patrick J. Schiltz highlighted the Trump administration's noncompliance with numerous court orders, arguing that this has resulted in "significant hardship" for those arrested under immigration enforcement operations such as Operation Metro Surge, according to Los Angeles Times and CBS News.

Judge Schiltz expressed his frustration over the administration's actions, stating that "this Court has been extremely patient," despite sending "thousands of agents to Minnesota to detain aliens" without addressing the resulting habeas petitions and lawsuits.
