Turkish Foreign Minister Hakan Fidan stated that any deployment of troops to Gaza would require a UN Security Council resolution that provides legitimacy to the proposed international stabilisation force. He noted that key participating countries are awaiting clear guidelines on the mission's definitions and parameters before making any decisions. During a recent news briefing, Fidan explained, “The countries would like to see a UN Security Council resolution that establishes the force, defines the mission's terms and grants it legitimacy,” according to Middle East Eye.
Turkey's initiative, which involves collaboration with nations such as Saudi Arabia, Qatar, and Indonesia, aims to support Palestinian self-governance and security. Fidan emphasized that “Palestinians should govern the Palestinians” and the international community should back this initiative without creating a new system of tutelage in Gaza. “Nobody wants to see a new system of tutelage emerge,” Fidan reiterated, indicating the unified stance among the involved Muslim countries regarding the governance of Gaza, according to South China Morning Post.
Despite these diplomatic efforts, tensions persist as the Israeli government remains opposed to Turkish troop involvement in Gaza. The ongoing situation has been exacerbated by recent violations of the ceasefire, with Fidan highlighting that Israel must allow humanitarian aid into Gaza while adhering to the ceasefire agreements. He stated, “There are some issues in fully implementing the agreement because Israel was regularly violating it,” which complicates Turkey's envisaged role, as detailed by The Jakarta Post.
Fidan's assertions underline Turkey's desire to be a key player in the reconstruction of Gaza following the conflict. With significant advocacy from Turkish leadership, there is an emphasis on implementing the reconstruction plan prepared by the Arab League and the Organization of Islamic Cooperation. Fidan added, “We believe the reconstruction plan prepared by the Arab League and the OIC should be implemented immediately,” underscoring the urgency of collective Muslim actions towards Gaza, according to Middle East Eye, South China Morning Post, and The Jakarta Post.
