IAEA inspectors have returned to Iran for the first time since Tehran suspended cooperation following joint strikes by Israel and the United States on its nuclear facilities in June. This return, however, does not signify a full resumption of cooperation, according to Iranian Foreign Minister Abbas Araghchi, who stated, "No final text has yet been approved on the new cooperation framework with the IAEA" and that discussions are still ongoing, according to Al Jazeera and South China Morning Post.

The return of IAEA inspectors represents a limited scope of oversight, initially focusing on tasks such as supervising fuel changes at the Bushehr nuclear power plant. Under Iran's legislative framework enacted post-suspension, future inspections require approval from the Supreme National Security Council. Araghchi confirmed that "the changing of the fuel of the Bushehr nuclear reactor has to be done under the supervision of inspectors of the international agency,” as reported by TRT Global and India Times.

IAEA Chief Rafael Grossi stated that broader access to sites targeted by airstrikes remains unresolved, underscoring the limited resumption of inspections. He characterized ongoing negotiations with Iran as a "litmus test" for diplomatic intent, emphasizing that "there is no such thing as a la carte inspection work," according to Dawn and India Times.

Iran’s diplomats have recently warned European powers against triggering "snapback" sanctions, arguing that such actions could severely hinder ongoing cooperation with the IAEA. Iran insists that any reimposition of sanctions would halt the current engagement path with the agency, as stated by Iranian officials during discussions in Geneva with representatives from France, Britain, and Germany, as noted by Al Jazeera and TRT Global.
