A U.S. citizen employed by the US Patent and Trademark Office has been prevented from leaving China for several months after being subjected to an "exit ban." This individual, a naturalized US citizen previously affiliated with the US Army, was reportedly detained in April while visiting family in Chengdu, Sichuan Province, and has been caught up in the restrictions Beijing places on foreign nationals, reportedly for failing to disclose his governmental employment on his visa application according to South China Morning Post and Channel News Asia.
The State Department has confirmed the exit ban and emphasizes that the safety and security of American citizens is its highest priority. A spokesperson stated that they are “tracking this case very closely and are engaged with Chinese officials to resolve the situation as quickly as possible” according to CBS News and The Hill.
According to reports, the exit ban is part of a broader pattern where foreign nationals, including US citizens, have faced restrictions when traveling to China, especially in relation to national security concerns. Guo Jiakun, a spokesperson for the Chinese Foreign Ministry, stated, “China upholds the rule of law and handles entry and exit affairs in accordance with the law” although specifics about the case were not disclosed as reported by Al Jazeera and Newsweek.
This incident marks the first known case involving a US government-affiliated individual facing restrictions in China, raising concerns about the arbitrary enforcement of exit bans which have increasingly alarmed investors and foreign officials. Experts note that the bans often serve as diplomatic leverage and can remain in force for extended periods, reflecting a tense US-China relationship according to South China Morning Post, The Hill, and CBS News.
