India has officially moved towards enhancing its diplomatic relations with the Taliban-regulated Afghanistan, pledging collaboration on development projects to assist the nation, which has been plagued by conflict and natural disasters. This announcement was made during a meeting held in Dubai between Indian Foreign Secretary Vikram Misri and Taliban Foreign Minister Amir Khan Muttaqi, marking the highest-level talks between the two entities since the Taliban’s resurgence in 2021.

In the talks, Misri expressed India’s readiness to meet the "urgent developmental needs" of the Afghan population, with intentions to engage further in projects alongside ongoing humanitarian efforts. According to India’s Foreign Affairs Ministry, there was mutual recognition of the need to support Afghanistan’s health sector and assist with refugee rehabilitation. This commitment is part of a broader initiative aimed at bolstering both political and economic ties, as emphasized by statements from both sides post-meeting.

The Afghan officials, in turn, reiterated their foreign policy which aims to establish Afghanistan as a balanced and economy-focused partner in the region, identifying India as a “significant regional and economic partner.” The Afghan delegation, which was actively engaged in discussions about expanding trade via the developed Chabahar Port in Iran, acknowledged India’s sustained humanitarian assistance and their desire for closer political economic relations.

India has recently reopened its diplomatic mission in Kabul and sent a team of technical experts to manage the mission, reinforcing their diplomatic footprint in Afghanistan even without official recognition of the Taliban government. In the statement following the talks, the Indian Ministry noted it plans to consider additional material support in response to the Taliban’s requests for aid, particularly in health services and for refugees.

Both nations discussed advancements in inter-country relations while expressing sensitivity to each other's security concerns, especially amidst rising tensions between Afghanistan and Pakistan. In recent weeks, this strain escalated following military operations by Pakistan against what it described as militant groups in Afghanistan, which has led to civilian casualties.
